Private university, in this case Trisakti University is a civil legal entity that organizes higher education, where the rector is proposed and appointed by the senate and the foundation with approval from the government, i.e. Minister of Education. Therefore, private universities are an extension of the government in the field of higher education. The juridical consequence is that the “decision letter” of the private rector can be qualified as a state administration official’s decision, so that the Rector’s decision can be challenged / become the object of a lawsuit in the State Administration Court.
