“BUILDING WITHOUT BUILDING PERMIT”

The building which was originally built without a building permit, even though the land and building was traded to a third party and the third party applied for a permit to construct the old building violated the rules. The act of the mayor who refused the plaintiff’s application to issue a building permit was not an arbitrary act.
