IN THE EVENT TWO REGULATIONS GOVERN THE SAME THING, THE LATEST REGULATION WILL APPLY

Based on the general principle in civil law, if two regulations regulate the same matter and contain different provisions, then for the sake of legal certainty,
the most recent regulation shall apply unless otherwise stipulated by law.
