PAYMENT MADE BEFORE A PROJECT IS COMPLETED IS NOT A STATE LOSS

 
Payment of a project before the project is completed is not a loss to the state and does not meet the element of an unlawful act or abusing authority if the following
conditions are met:
1) There is a compelling condition that the work cannot be completed by the contractor/goods/services provider on time;
2) An addendum to the time extension has been made;
3) There has been a determination of late fines;
4) The project implementer has paid the late fee;
5) Project completed on time based on time extension; And
6) The project has been accepted by the project provider.
