Notification letter of urine test results from the Head of the National Narcotics Agency and Official Report of Urine Examination from UPTD Health Laboratory Center without being supported by other evidence is not sufficient to prove the existence of a criminal act of “Abusing Narcotics Category 1” for oneself.
