SALE AND PURCHASE DEED MADE BY A LAND DEED OFFICIAL (PPAT) IS NOT A STATE ADMINISTRATIVE DECISION

PPAT is a state administration official because they carry out government affairs based on laws and regulations (Article 1 paragraph (2) Law No. 5 of 1986 in conjunction with Article 19 Government Regulation No. 10 of 1961 and Article 5 Minister of Agrarian Regulation No. 10 of 1961).

However, the Sale and Purchase Deed drawn up by the PPAT is not a State Administrative Decision because it is bilateral (contractual), not unilateral, which is the nature of a State Administrative Decision.
