“THE SALE AND PURCHASE AGREEMENT MADE BY THE LAND DEED CONVEYANCER IS NOT A STATE ADMINISTRATIVE DECISION”
Land Deed Conveyancer (PPAT) is the state administrative official because they carry out Government affairs based on statutory regulations (Article 1 paragraph (2) Law No. 5 Year 1996 in conjunction with Article 19 Government Regulation No. 10 Year 1961 and Article 5 Regulation of Ministry of Agrarian No. 10 Year 1961). However, the Sale and Purchase Agreement made by the Land Deed Conveyancer is not a State Administrative Decision (KTUN) because it is bilateral (contractual), not unilateral, which is the nature of state administrative decisions.
